August 17, 2001
Commission votes to hold future meetings on the third Friday, 9:00 AM. Moved by Bluiett, seconded by Clark. Amended by Clark to be either 2nd or 3rd Friday as set by the chair after polling members. Accepted by Bluiett, seconded by Bergstresser.
September 27, 2001
Tarpley was assigned the task of drafting policies and procedures for discussion at the next meeting.
October 26, 2001
Chairman Perez proposed drafting matters that are not covered by the Code (i.e., personnel, managerial decisions, politics, sexual harassment, campaign issues). He will begin a draft of suggestions for the annual report that is due to Council in February. Asked other members to provide input.
January 9, 2002
Tarpley requested that an index of complaints be maintained by the City Secretary’s Office with the disposition and section of the Code that was allegedly violated. Perez moved to approve the index of complaints and commission activity report as drafted. Seconded by Clark and full Commission.
November 22, 2002
Commissioner Donnelly moved that they adopt a procedure of the Chairman, Vice-Chairman or a designated representative be present at City Council meetings when recommendations are held regarding EAC decisions. Seconded by Tarpley and Clark and unanimously adopted.
January 16, 2004
Commissioner Tarpley moved that the following procedures be adopted and added to the 2004 Annual Report to the City Council; seconded by Commissioner Donnelly and unanimously adopted.
*Proper use of complaint form *Complaint form is properly sworn *Residency requirements or status for filing complaint are met *Correct status of respondent as employee or official *Correct reference of section of code alleged by complainant to be violated *If applicable, correct citation of additional sections deemed by preliminary panel to have been violated *The acts complained of cannot have occurred more than one year prior to the filing of the complaint
During each calendar year, the maintenance of continually updated records of complaints received with dates of hearing (preliminary and full), sections of code alleged to have been violated, and action taken.
