Lobbyist Registration ID Request and Payment

  1. Go to Lobbyist Registrant website:  https://lobbyreg.dallascityhall.com/
  2. Select REGISTRATION.
  3. Enter the Registrant Name.
  4. Enter the User Name.
  5. Enter User ID.
  6. Enter a Security Question to be used to authorize staff to reset password.
  7. Enter the Security Question answer.
  8. Enter the User e-mail address.
  9. Select authorization of user.
  10. Print this screen for future reference.
  11. Select SUBMIT AND GO TO FEE PAYMENT.
  12. Selection PRESS TO CONTINUTE PROCESSING.
  13. Enter Cardholder’s Name.
  14. Enter Card Number.
  15. Enter Signature Panel Code.
  16. Enter Expiration Date.
  17. Enter Billing Address.
  18. Enter Zip.
  19. Enter Receipt Information Email Address.
  20. If the Registrant is not the same as the cardholder, the cardholder will need to notify the Registrant of the Remittance ID.
  21. Select SUBMIT PAYMENT.

Lobbyist Registration Form

  1. Go to Lobbyist Registrant website: https://lobbyreg.dallascityhall.com/
  2. Select LOG IN.
  3. Enter User ID.
  4. Enter Password

On initial entry, the password will be the Remittance ID from your payment receipt.  You may change your password at this time.

  1. Select SIGN IN.
  2. Select CREATE REPORT or select report that you need to complete.

To Change your Password

  1. Once logged into the system, select CHANGE PASSWORD located on the right side of the CREAT REPORT screen.
  2. Enter OLD PASSWORD.
  3. Enter NEW PASSWORD.

New Password have at least 1 number.

  1. Confirm NEW PASSWORD.
  2. Select SAVE.

Section I:
Guidelines from City of Dallas Ordinance 27748 on those who are required to register and the information lobbyist are required to disclose.

Section II:
Enter Registrant’s information:

  1. Enter Registrant’s name or Business name.
  2. Enter Registrant’s address.
  3. Enter Registrant’s email address.
  4. Enter Registrant’s telephone number.
  5. Enter the nature of the Registrant’s business.
  6. Select the form of the Registrant’s business. 

Section III:
If the Registrant is not an individual:

  1. Enter Authorized officer/agent of the Registrant’s name.
  2. Enter Authorized officer/agent of the Registrant’s address.
  3. Enter Authorized officer/agent of the Registrant’s email address.
  4. Enter Authorized officer/agent of the Registrant’s telephone number.
  5. Enter authorized officer/agent of the Registrant’s position with the organization.

Section IV:
Enter the information on Lobbying Firm for which the Registrant is an agent or employee:

  1. Enter the Lobbying Firm name.
  2. Enter the Lobbying Firm address
  3. Enter the Lobbying Firm email address.
  4. Enter the Lobbying Firm telephone number.
  5. Enter the nature of the Firm’s business.
  6. Select SAVE LOBBYIST

Section V:
Enter the name of the Agent/Employee(s) who will be acting as lobbyist for the client. 

  1. Enter Lobbying Employee name.
  2. Select SAVE EMPLOYEE.
  3. Repeat to add as many additional employees as necessary.

Section VI:
Disclose if the registrant is a former city official or employee (within the past 24 months). 

  1. Select YES or NO.
  2. If yes, please list the position held.
  3. Affirm that as a former city official or employee that lobbying activities have not or will not violate Article III, Chapter 12A of the Dallas City Code.
  4. Select SAVE FORMER EMPLOYEE.

Section VII:
Select the CLIENT tab located at the top of the electronic form.
Enter Client information.

  1. Enter the Client’s name.
  2. Enter the Client’s address.
  3. Enter the Client’s email address.
  4. Enter the Client’s telephone number.
  5. Enter the nature of the Client’s business
  6. Select the form of the Client’s business. 
    1. If other is selected, please describe on the line below the selection.

Section VIII:
Enter information on Client’s authorized officer or agent if Client is not an individual.

  1. Enter Client’s authorized officer or agent name.
  2. Enter Client’s authorized officer or agent’s address.
  3. Enter Client’s authorized officer or agent’s email address.
  4. Enter Client’s authorized officer or agent’s telephone number.
  5. Enter Client’s authorized officer or agent’s position.
  6. Select SAVE.

Section IX:
Enter information on any other person(s):  (1) on whose behalf Registrant has been engaged; (2) who is contributing to Registrant’s compensation; or, (3) who plans, supervises, or controls registrant’s lobbying efforts on behalf of the client.

  1. Enter person’s name.
  2. Enter person’s address.
  3. Enter person’s email address.
  4. Enter person’s telephone number.
  5. Enter the nature of the person’s business.
  6. Select SAVE.

Please enter as many as necessary.

Section X:
Enter contingent fee information:

  1. Select YES or NO.
  2. Select SAVE.

Section XI:
Documentation information on Municipal Questions addressed in the preceding three months.  Further documentation on Municipal Questions addressed in the preceding three months will be required on Schedule A.

  1. Select YES or NO.
  2. If YES is selected, that information is not required to be included in this registration.

Section XII:
Documentation information on Municipal Questions to be addressed in the three months following this registration. Further documentation on Municipal Questions addressed in the following three months will be required on Schedule B.

  1. To report this information, click on the link provided on the form or scroll to the top of the page and select SCHEDULE B.

Section XIII:
Documentation  information on Municipal Questions relating to a Zoning Case.  Documentation will be required on all contacts made regarding the case before this registration was filed on Schedule C.

  1. To report this information, click on the link provided on the form or scroll to the top of the page and select SCHEDULE C.

Section XIV:
Statement of Affirmation concerning the statements given in the Lobbyist Registration Form, Schedule A, Schedule B, and Schedule C.

  1. Select Finalization Tab
  2. Select CONTINUE.
  3. Select OK

Schedule A
Enter Lobbying Activity for the preceding three months:

  1. List each Municipal Question that has been addressed on the Client’s behalf in the three months prior to this registration.  List the Municipal Question.

2.         Select SAVE MUNICIPAL QUESTION.
3.         Repeat to include as many Municipal Questions as necessary.
4.         List the City Official contacted selected from the drop down menu or enter the City Official contacted.
4.         Select Lobbyist making contact.
5.         Select the form of contact made with the City Official.
6.         Select SAVE ACTIVITY.

Enter as many Municipal Questions and contacts made as necessary.

Schedule B
Enter Lobbying Activity for the following three months:

  1. List each Municipal Question to be addressed.
  2. Select SAVE MUNICIPAL QUESTION.

Enter as many Municipal Questions as necessary. 

Schedule C
Enter Lobbying Activity on Zoning Cases:

  1. Enter each Municipal Question listed in Schedule A relating to a Zoning Case made prior to the filing date of this registration.
  2. Select SAVE MUNICIPAL QUESTION.
  3. Enter the City Official contacted.
  4. Select the Lobbyist(s) making the contact.
  5. Select the type of contact made.
  6. Select SAVE MUNICIPAL QUESTION.

Enter as many Municipal Questions as necessary.
