The meeting was called to order at 9:03 a.m.

 

The assistant city secretary announced that a quorum of the city council was present.

 

The invocation was given by Khairunnisa Veerjee of the Ismaili Muslim Community.

 

Councilmember Hill led the Pledge of Allegiance.

 

The meeting agenda, which was posted in accordance with Chapter 551, "OPEN MEETINGS," of the Texas Government Code, was presented.

After all business properly brought before the city council had been considered, the city council adjourned at 3:12 p.m.

Item 2:      Consideration of appointments to boards and commissions and the evaluation and duties of board and commission members (List of nominees is available in the city secretary's Office)

 

The assistant city secretary distributed a report showing all nominations and re-nominations received for city boards and commissions appointments for the 2009-2011 board term updated through NOVEMBER 18, 2009.

 

The assistant city secretary noted the report indicated nominees and re-nominees for full council appointments cleared for council action met all qualifications for service.

 

Councilmember Atkins moved to renominate Daisy Gafford, Interested Citizen, to the Cultural Affairs Commission and informed the council of prior attendance problems and her commitment to the Cultural Affairs Commission.

 

 In addition, Councilmember Atkins moved to appoint Skip Tremble, Animal Welfare Representative, Jennifer Roberts, Patti M. Cody and Belynda Ortiz, General Public, to the Animal Shelter Commission; Daisy F. Gafford, Interested Citizen, and Roger Carroll, Performing Arts, to the Cultural Affairs Commission; Walter Laidlaw, Johnny L. Clark and Albert T. Turner to the Civil Service Board; Erik R. Wilson, Jorge L. Calderon and Don Robinson to the Housing Finance Corporation Board; B.D. Howard, Citizen at Large, and Mark Hord, Citizen at Large, to the Judicial Nominating Commission; Joyce A. Strickland and John E. Johnson, Citizens at Large, and Paul Ridley, License Architect, to the Landmark Commission; Jerry Allen, David Neumann and Ann Margolin to the Police and Fire Pension Board; Gay Waltrip Donnell, Registered Voter, to the Reinvestment Zone Nine Board (Vickery Meadow); Garrett Gibbons, Registered Voter, to the Reinvestment Zone Eighteen Board (Maple/Mockingbird); Perry J. Councilmember Hill announced she had a conflict of interest and would abstain from voting or participating in any discussion.  Councilmember Hill left the briefing room.

At 1:05 p.m., Mayor Pro Tem Caraway announced the closed session of the city council authorized by Chapter 551, "OPEN MEETING," of the (Texas Open Meetings Act) to discuss the following matters:

 

Councilmember Hill announced she had a conflict of interest on the following item and would abstain from participating in any discussion.  Councilmember Hill left the executive session.
