The meeting was called to order at 9:06 a.m.
The assistant city secretary announced that a quorum of the city council was present.
The invocation was given by Thomas Kinkaid, Reverend Deacon, of Church of the Incarnation.
Mayor Pro Tem Caraway led the Pledge of Allegiance.
The meeting agenda, which was posted in accordance with Chapter 551, "OPEN MEETINGS," of the Texas Government Code, was presented.
After all business properly brought before the city council had been considered, the city council adjourned at 4:25 p.m.

Mayor Pro Tem Caraway moved to approve the minutes.
Motion seconded by Councilmember Kadane and unanimously adopted.

Item 2: Consideration of appointments to boards and commissions and the evaluation and duties of board and commission members (List of nominees is available in the city secretary's Office)
The assistant city secretary distributed a report showing all nominations and re-nominations received for city boards and commissions appointments for the 2009-2011 board term updated through NOVEMBER 4, 2009.
The assistant city secretary noted the report indicated nominees and re-nominees for full council appointments cleared for council action met all qualifications for service.
Councilmember Hill moved to appoint Judy Hall, General Public, to the Animal Shelter Commission; James M. Welch, Interested Citizen, to the Cultural Affairs Commission; Leslie Spencer to the Employees' Retirement Fund Board of Trustees; Justin Harrison, Citizen at Large, Elizabeth D. Frizell, Judge other than City/Municipal and Jose Angel Gutierrez, Citizen at Large, to the Judicial Nominating Commission; Albert Silva, Citizen at large, to the Landmark Commission; Chase Evans, Registered Voter, to the Reinvestment Zone Four Board (Cedars Area) and Reinvestment Zone Twelve Board (Deep Ellum); Ross Sherwood Martin, Registered Voter, to the Reinvestment Zone Six Board (Farmers Market) and Reinvestment Zone Ten Board (Southwestern Medical); Pat Priest, Registered Voter, to the Reinvestment Zone Eight Board (Design District); Gregory Isaacs, Registered Voter, to the Reinvestment Zone Fourteen Board (Skillman Corridor); Randall White and Joe D. Councilmember Hill moved to appoint all nominees to "individual appointment" positions in the report who meet all qualifications for service to the boards and commissions of the city for the term ending September 30, 2011.

Deputy Mayor Pro Tem Medrano, Councilmember Hill and Councilmember Koop announced they had a conflict of interest and would abstain from voting or participating in any discussion relating to Non-Owner Occupied Residential Property Registration and Inspection Proposal. Deputy Mayor Pro Tem Medrano, Councilmember Hill and Councilmember Koop left the briefing room.
