The meeting was called to order at 9:25 a.m.
The assistant city secretary announced that a quorum of the city council was present.
Mayor Miller asked all members of the city council and the audience to stand for a moment of silence.
The pledge of allegiance was led by Mayor Miller.
The meeting agenda, which was posted in accordance with Chapter 551, "OPEN MEETINGS," of the Texas Government Code, was presented.
After all business properly brought before the city council had been considered the city council adjourned at 4:30 p.m.

Item 2: Consideration of appointments to boards and commissions and the evaluation and duties of board and commission members (List of nominees is available in the City Secretary's Office)
The assistant city secretary distributed a report showing all nominations and re-nominations received for city board and commission appointments for the 2001-2003 board term updated through May 7, 2003.
The assistant city secretary noted that the report indicated nominees and re-nominees for individual appointments cleared for council action that met all qualifications for service.
Councilmember Lill moved to appoint all the nominees to “individual appointment” positions in the report who meet all qualifications for service to the boards and commissions of the city for the term ending August 31, 2003.
Motion seconded by Councilmember Thornton Reese and unanimously adopted. (Hill absent)

May 3, 2003 Election
Item 3: *Receive report of the ad hoc City Council canvassing committee and adopt a resolution and order accepting the canvassing committee's report declaring the results of the May 3, 2003 general and special elections - Financing: No cost consideration to the City
The following individuals addressed the city council regarding the report of the ad hoc city council canvassing committee:
Marvin Crenshaw, 5134 S. Malcolm X Blvd.
The committee appointed to canvass the returns of Saturday’s election, Councilmember Finkelman, chair, Councilmember Garcia and Councilmember Greyson, make the following report to the full council. Each of the city councilmembers received a copy of the report.
In the City General Election called to election 15 members to the City Council for the term beginning June 11, 2003:
On the basis of the statement of the returns of the election, Councilmember Finkelman, chair, Coucilmember Garica and Councilmember Greyson find that the following candidates received the majority of the votes cast by the qualified voters of the city and of the individual city council districts participating in the election:

May 31, 2003 Runoff Election
Item 4: *An ordinance ordering a runoff election to be held in the City of Dallas on Saturday, May 31, 2003, for the purpose of electing a member of the City Council to represent District 9 for the term beginning June 9, 2003 - Financing: This action has no cost consideration to the City
Councilmember Poss moved to approve the item and reinstate early voting on Saturday and Sunday, May 17 and 18 2003 with a cost of $6,300 to be consistent with previously early voting elections.

Item 5: * A resolution (1) authorizing an extension of the joint election agreement and election services contract between the City of Dallas, other jurisdictions, and Dallas County for the conduct of a runoff election to be held on Saturday, May 31, 2003, and; (2) authorizing an increase in appropriations in the amount of $687,500 in the City Secretary's Office Elections budget to cover the estimated cost of the runoff election under the joint election contract with Dallas County - Not to exceed $687,500, from $687,500 to $1,375,000 - Financing: Contingency Reserve Funds
The city secretary requested that item 5 be deleted from the agenda.

Item 6: *A resolution authorizing the Mayor to appoint an ad hoc City Council canvassing committee to review the returns of the May 31, 2003, runoff election and submit a canvass report to the full City Council on Wednesday, June 4, 2003 - Financing: This action has no cost consideration to the City
Mayor Miller appointed Councilmember Thornton Reese, as chair, and Deputy Mayor Pro Tem Loza and Councilmember Rasansky to the ad hoc City Council canvassing committee.
