The meeting was called to order at 9:15 a.m.

The acting city secretary announced that a quorum of the city council was present.

The invocation was given by Dr. James Huey, Superintendent, D.I.S.D.

The meeting agenda, which was posted in accordance with Chapter 551, "OPEN MEETINGS," of the Texas Government Code, was presented.

After all business properly brought before the city council had been considered the city council adjourned at 3:41 p.m.

Consideration of appointments to boards and commissions (Executive Session, if necessary, Personnel, Sec. 551.017, T.O.M.A.)

The acting city secretary distributed a report showing all nominations and renominations received for city boards and commissions appointments for the 1997-1999 board term, updated through April 1, 1998.

The acting city secretary noted that the report indicated with the notation "OK" that a person nominated or renominated met all qualifications for service. The acting city secretary also noted that the term for each nominee would end August 31, 1999.

Councilmember Greyson moved to appoint nominees to "individual appointment" positions in the report who meet all qualifications for service to the boards and commissions of the city for the term ending August 31, 1999.

Motion seconded by Councilmember Finkelman and unanimously adopted.


Mayor Kirk moved to nominate Jerry Hayes, to a full council position on the Dallas-Fort Worth International Airport Board for the term ending August 31, 1999.

Motion seconded by Mayor Pro Tem Poss and unanimously adopted.


Councilmember Forsythe Lill moved to nominate Susan Byrne Montgomery, to a full council position on the Employees' Retirement Fund Board of Trustees for the term ending August 31, 1999.

Motion seconded by Councilmember Greyson and unanimously adopted.


Councilmember Loza moved to nominate Peter M. Coughlin, to a full council position on the Reinvestment Zone Four Board for the term ending August 31, 1999.

Motion seconded by Councilmember Hicks and unanimously adopted.

Councilmember Finkelman moved to nominate Marshall J. Doke, Jr., as vice-chair, to a full council position on the Judicial Nominating Committee for the term ending August 31, 1999.

Motion seconded by Councilmember Loza and unanimously adopted.

2. Reconsideration of Minutes of the City Council meetings on January 7, 1998, January 14, 1998, January 21, 1998, January 28, 1998, February 4, 1998, February 11, 1998, February 18, 1998, February 25, 1998, and March 4, 1998, if necessary


Councilmember Mayes moved to approve the reconsideration of minutes of the city council meetings.

Motion seconded by Councilmember Loza.


Councilmember Greyson asked Councilmember Mayes if she would accept a friendly amendment to her motion to amend the minutes of February 18, 1998 and March 4, 1998 to reflect that she was present. Amend the January 28, 1998 minutes, agenda item 67 by correcting the motion to state..."to substitute the ordinance which abandons Coolwater Cover only for a total monetary consideration of $650".

Councilmember Mayes accepted the amendment as part of her motion.
Councilmember Loza, who seconded the original motion, also accepted the amendment.


Councilmember Finkelman asked Councilmember Mayes if she would accept a friendly amendment to her motion to amend the January 14, 1998 minutes, agenda item 60 to change Mark Humphries and Charles Price from appearing in opposition to appearing in favor. Change John English and Dennis Thornton from appearing in favor of to appearing in opposition.

Councilmember Mayes accepted the amendment as part of her motion.
Councilmember Loza, who seconded the original motion, also accepted the amendment.

After discussion, Mayor Pro Tem Poss called the vote on Councilmember Mayes' motion as modified by the friendly amendments.

Mayor Pro Tem Poss declared the motion as modified by the friendly amendments, unanimously adopted. (Kirk, Lipscomb absent when vote taken)
