The meeting was called to order at 9:04 a.m.
The city secretary announced that a quorum of the city council was present.
The invocation was given by Rabbi Adam Raskin from Congregation Beth Torah.
Students from the Dallas International School led the Pledge of Allegiance.
The meeting agenda, which was posted in accordance with Chapter 551, "OPEN MEETINGS," of the Texas Government Code, was presented.
After all business properly brought before the city council had been considered the city council adjourned at 4:25 p.m.

Councilmember Rasansky moved to approve the minutes.
Motion seconded by Councilmember Atkins and unanimously adopted. (Natinsky absent on city business; Garcia, Salazar, Koop absent when vote taken)

Item 2: Consideration of appointments to boards and commissions and the evaluation and duties of board and commission members (List of nominees is available in the City Secretary's Office)
The city secretary distributed a report showing all nominations and re-nominations received for city boards and commissions appointments for the 2007-2009 board term updated through January 16, 2008.

The city secretary noted the report indicated nominees and re-nominees for full council appointments cleared for council action met all qualifications for service.
Councilmember Medrano moved to appoint Eladio Martinez to the Board of Adjustment Alternate Members; Sherman Roberts to the Housing Finance Corporation Board; Christie Hernandez, Dallas Member, to the Reinvestment Zone Four Board (Cedars Area); Sheryl Pickens, Robert L. Good, and Shelle B. Sills, Dallas Members, to the Reinvestment Zone Eleven Board (Downtown Connection); John Tatum, Dallas Member, to the Reinvestment Zone Twelve Board (Deep Ellum); James Frye, Dallas Member, to the Reinvestment Zone Fourteen Board (Skillman Corridor); Perry J. Johnson to the Southern Dallas Development Corporation Board; and Stephanie Sandoval to the Youth Commission.
Motion seconded by Councilmember Hunt and unanimously adopted. (Natinsky absent on city business; Salazar absent when vote taken)
There was no consideration of "individual appointment" positions.

Item 3: Authorize the City Manager to execute the First Amendment to the Master Agreement for the Development, Use and Operation of the Dallas Black Dance Theatre facility to (1) extend the term of the agreement by thirty-six months to end December 31, 2048; and (2) consent to the sublease of the Dallas Black Dance Theatre facility located at 2700 Flora Street to a master tenant entity controlled by the Dallas Black Dance Theatre to allow the Dallas Black Dance Theatre to received federal historic tax credits in connection with the improvement and rehabilitation of the Dallas Black Dance Theatre facility - Financing: No cost consideration to the City
Councilmember Hunt moved to approve the item.
